PB1100PS1 doesn't come to temp.

No matter what I set the temperature for on the smoker it doesn't even reach 280 degrees and usually hovers around 270. If I set it for 300 it sits at 270, 400, 500, same thing will not go above 270. The control screen shows the temp it is set for and the actual ambient temperature it shows on screen is accurate within a few degrees according to a temperature probe. Any idea how to fix this problem?

Tried that and I was able to get the temp up to 285 but no higher no matter what temp it was set for. Is this a control board issue?

I just said that whether it is set to 300, 400 or 500 degrees it does not go above 285. I ran the thing at 500 degrees for over an hour and it never raised above 285. I'm not in smoke mode unless the controller is screwed and not coming out of smoke mode. The times I have done this it is not windy and the smoker is fully in sunlight and I am not doing it at night.
