Pellet bin peeling?

My first time using the Pit Boss Pro Series Vertical Smoker today. After many hiccups along the way, I got the error message for pellets on the display panel. When I opened the pellet bin, under the lid it appeared the black paint or whatever it is was bubbling and peeling. The pellet bin still had pellets and I had a tar like substance leaking from the area.
Any idea on where I went wrong. First pellet grill, I transitioned from a propane smoker to this, so completely lost.

It's weird. I checked with the guy next to me and the guy across from me because I know they have smokers. Neither was using theirs the last time so idk. Maybe someone behind me. My wifi is secure
