I always sift my pellets. The Pit Boss bags I've purchased at Lowes seem to be tossed around before going on the shelves. From four (40 lb) bags I sift about half of a five gallon bucket of dust and pieces.
I have been using the dust to start fires in the fire pit. Both of my boys were scouts and only light fires with flint and steel, or a farro rod of some sort -- you know, just in case of the apocalypse.
It burns way too fast to put in a tube - in addition to it sifting through the holes.
I recently bought some Bear Mountain bags from Winn Dixie. I sifter 60 lbs and had almost not small pieces and very little dust.
Not sure what to do with all of the extras.
