Poor engineering on the damper system. They are both placed at the bottom instead of having one at the top. I have to run bottom at 350 or higher to get the top to 225 with dampers open or closed.Look in the pit chamber at the back wall, both low and high as you move the rods. The lower rod completely opens the bottom vent giving you more heat in the upper smoke chamber as it comes out from under the deflector. Part of the upper vent is always open as this is the path to vent the entire pit. The top rod opens the rest of the top vents for the fullest air flow. Experiment with them because using them affects temps (and smoke) in both upper and lower chambers! Cheers!
